We were at my parents house and my son saw other kids using puddle jumpers. He was 2.5. He wanted to swim like they did and go in the big pool and swim by himself. We told him no, and that he was learning how to swim with us next to him. He begged and begged to try the puddle jumper and kept finding one to try on. We finally gave in. Not even a couple hours later he tried jumping in the pool (without a puddle jumper) and sank down, no adults were in the pool at the time. We were all there watching it, steps away. It felt like it was minutes but I think it was only seconds before my husband had him back out.
