Val Funk-I am so sorry for your loss! I agree with your points. I saw my 3 year old granddaughter enter a pool by the steps forgetting she did not have her puddle jumper on. Despite an adult in the pool an arms length away and a lifeguard 4 ft away, she went under. thank god her father also saw her, ran the 8 feet or so to the pool and jumped in to pull her up!
